There are actually 88 cities in the County of Los Angeles, the City of Los Angeles merely one of them. Not to mention that a significant percentage of the County is unincorporated—not part of any city and subject merely to the laws of the County (and the state and federal governments)—and whose residents can only vote for County Supervisors, not mayors.
