Baltimore City Councilman James Torrence has introduced a bill that would allow licensed nonprofits to legally use dirt bikes for youth education programs, creating an exception to the city's long-standing ban on the vehicles.

The proposal would establish a licensing system for educational organizations, exempt them from certain riding restrictions, and give them first claim on dirt bikes the city seizes and sells at auction. The bill now heads to the City Council's Public Safety Committee, though key details including which organizations would qualify, where they could ride, and what safeguards would apply remain unresolved.
