OPINION PIECE: South Africa’s International Debt Trap Is What Apartheid Minister Du Plessis Wished He Could Do Before Losing Power; Treasury Is Doing It Today

I dare say, since the @MYANC SG said they are not interested in running @Treasury_RSA, it is that Treasury which is more dangerous than some racists in @Our_DA holding onto apartheid nostalgia.

Barend du Plessis, a member of the National Party (that racist party which presided over a crime against humanity), was one of the last Ministers of Finance before the collapse of apartheid. He said, about economic policy in his time as Minister of Finance, that he should have locked South Africa into IMF loans so that in post-apartheid South Africa, black South Africans would just be running around in the shadows while the economy was already locked in.

During the Zuma era, the National Treasury experienced its most turbulent period in the past 31 years or so of this democracy, the money was moving too fast for their liking.

Immediately after that, South Africa has been on a rampage of internationally denominated loans. The numbers tell the story: since 2020, National Treasury has taken on billions in foreign-currency debt: a US$4.3 billion IMF Rapid Financing Instrument at the height of COVID in 2020, a US$1 billion World Bank development policy loan in 2022, and a steady annual drip of loans from the African Development Bank, KfW, and the French Development Bank ever since. We are trading our sovereignty for a financial buffer, opening the door to the privatisation of South Africa’s public assets and leaving this country at the mercy of Western powers.

This has accelerated since the 2024 election, with the ANC’s loss of its parliamentary majority and no prospect of reversing it. In 2025 and 2026 alone, National Treasury signed a US$1.5 billion World Bank development policy loan, a US$0.5 billion KfW loan, a US$0.475 billion African Development Bank loan, and a further US$1.5 billion World Bank loan still to be finalised. Most tellingly, three separate 2026 loans (US$0.925 billion from the World Bank, EUR0.2 billion from KfW, and US$0.5 billion from the Asian Infrastructure Investment Bank) are earmarked specifically to “Support Metro Trading Reform.” Nearly US$1.6 billion, tied directly to restructuring how our municipalities trade.

Dr @LardoStander asked me an important question, where is this infrastructure because we don’t see it.
