I totally agree with you. Wrong side driving is a menace. The solution also you have given.
Strict enforcement!
It is first of all our own social responsibility.
Only by having traffic signals, clean road and latest technology will not make the city smart. People will have to bring in some civic sense. This will definitely cause some inconvenience. But that is the price we have pay in order to call ourselves a developed and civilised society.

PS- above all this there is a section of society which criticises police enforcement. We too dislike enforcement, but this is the only way to save lives.
