@DoPTGoI's guidelines recommend adhoc promotion when regular promotion cannot be done on account of matter being sub-judice.

Getting due promotion from @DoPTGoI is literally an uphill task for CSS officers. Persistent efforts are a must!

Left unchecked, DoPT will stay in its usual mode of inaction. Delay in promotion by years is the standard set by it after all!

Sad how @DoptGoI has normalized delay in promotion of CSS officers, who are considered backbone of the Central Govt, to such an extent, that asking for it even long after it's due would quickly brand you impatient/defiant.
