Charging MDR on UPI will be a massive policy mistake.

The argument sounds simple, UPI costs money to run, so charge merchants a small MDR, maybe 0.25%, customers will still pay nothing. But that's not how people behave.

Today if a shopkeeper receives 1,000 through UPI, he gets 1,000. Now put a 0.25% MDR on it, and for someone receiving 1 crore through UPI, that's 25,000 gone.

What will the merchant do? Some will increase prices, some will ask customers to pay the extra charge, and many will simply say - cash de do.

This behaviour already exists in India, just look at Amex. Because of its higher merchant fee, many merchants simply refuse Amex or make you pay the extra 2-3% yourself.

The fee is "on the merchant" on paper, in real life the cost eventually reaches the customer, directly or indirectly.

That's where the real problem starts, India spent years changing people's behaviour from cash to UPI, and MDR can slowly push that behaviour backwards, from UPI to cash.

And cash isn't free either. More cash means more ATM withdrawals, more cash deposits, more cash handling by banks, more transportation and security costs.

But there is an even bigger problem. Cash is much harder to track, with UPI almost every transaction leaves a digital record, with cash, businesses can under-report sales much more easily. So you potentially increase tax leakage and the informal economy too.

This is why saying "MDR will be paid by merchants, not customers" misses the point. The merchant doesn't exist in isolation, he will change his behaviour and eventually pass the cost somewhere else.

Yes, UPI infrastructure costs money, banks, NPCI and fintech companies shouldn't be expected to run it for free forever. But before introducing MDR, the government needs to calculate something much bigger, how much does free UPI indirectly save India.

Less cash handling, fewer ATM transactions, lower banking costs, more digital transactions, better tax visibility, less black money, more formalisation.

The cost of running UPI is visible. The money UPI saves across the economy is invisible.

That's the number we should calculate before touching MDR. Otherwise, we may save 1 on UPI and create 5 of cost somewhere else.

Don't just calculate the cost of keeping UPI free, calculate the cost of making UPI paid.

A desperate and frustrated PM @narendramodi with nothing meaningful to show for the last 12 years, turned an official address to the nation, into a political speech, full of mudslinging, and outright LIES. The Model Code of Conduct is already in place and it was very clear how PM Modi misused official machinery to attack his opponents. This is a travesty of Democracy and the Constitution of India.

Modi ji mentioned Congress 59 times and women barely few times. That tells the country everything about his priorities. Women are not the BJP’s priority. Congress is, because Congress stands on the right side of history.

Congress has always supported women’s reservation. We were the party that passed the Women’s Reservation Bill in the Rajya Sabha in 2010 so that it would not lapse. The BJP could not get that Bill passed in the Lok Sabha. They brought another Bill in 2023 and the Congress Party supported that too. That Bill still exists. In fact, it was notified on 16th April, while the Lok Sabha was discussing these delimitation Constitutional Amendment Bills. This was done by the same Prime Minister. The fact that it took the BJP 3 years to notify their own bill, shows their commitment to India’s Naari Shakti !

Modi ji should STOP lying to the nation —

1. He should implement 33% reservation for women in the existing 543 Lok Sabha seats under the 2023 law. Do not deny women their due representation now.

2. Stop mixing up the delimitation bills, i.e, the 3 Constitution Amendment Bills with the Women’s Reservation Bill. Stop lying to the nation that this was an amendment to the Women’s Reservation Bill — the Nari Shakti Vandan Adhiniyam. It was NOT. This was purely a delimitation Bill, brought in to create further division and redraw the electoral map in a manner that can only benefit the BJP.

3. Apologise to 140 Crore Indians. Congress has always been pro-reform. Congress transformed Indian agriculture through the Green Revolution, strengthened dairy development through the White Revolution, created our Space sector, made India a Nuclear power, Liberalised the economy in 1991, 60 Crore ADHAAR cards were distributed before Modi ji took office. Congress passed RTI, RTE, Food Security Act, MGNREGA - which Modi ji repealed.

We passed some of the most important pro-women laws in Indian history — from the Hindu Code Bills which your ideological forefathers opposed to workplace sexual harassment laws, domestic violence bills to criminal law reforms after the recommendations of the Justice Verma Committee.

The BJP has been anti-women in both action and attitude. They have no answers for Hathras. They have no answers for Unnao. They have no answers for the treatment of Haryana’s women wrestlers. They have shielded rapists within their own party. They released the rapists in the Bilkis Bano case. They have garlanded criminals and rapists. The NCRB data itself shows that crimes against women are highest in BJP-ruled states.

After 12 and a half years in power, in the middle of an international crisis, high inflation, a deteriorating economy, sliding Rupee, and deep public distress, the Prime Minister had nothing to offer the nation except a political speech.

Even with the Model Code of Conduct in place, he chose to blame the Opposition, especially Congress, for his own failures, his own betrayal, and his own apathy.

Lastly, BJP-RSS divides the nation. RSS supported the British against Indians and wrote mercy petitions to them. Every Indian knows that Modi Jis political masters — RSS are against WOMEN. They believe in Manusmiti, which encourages DIVISION, and NOT the Constitution of India.

The only option left is to travel like an animal in overcrowded trains.

Humiliation.

Flights are costly and don’t connect everywhere, so that’s not a real option either.

And in the end, the failure of government makes citizens live like animals.

No matter how much taxes you pay or how good a citizen you are, living like this in the country makes a part of you lose hope every day. I know nothing will change.

POTENTIAL GRID FAILURES | Are we heading towards another energy shortage disaster? Is the government preparing for it?

If LPG shortages continue, restaurants will eventually shift to induction stoves and electric cooking, at least in cities where firewood is not an option. A typical home induction cooktop draws around 1.5 to 2 kW, while commercial restaurant grade induction units can draw 3 to 5 kW or more per burner.

Now imagine this happening simultaneously across major cities like Bengaluru, Delhi, Mumbai and others. Not just in tens of thousands of restaurant kitchens, but also in millions of homes switching to induction stoves or microwaves when LPG becomes unavailable.

Cooking happens at roughly the same hours everywhere. Breakfast, lunch and dinner. This creates synchronized demand spikes. While the total electricity demand may still be manageable at the grid level, the real stress appears in the local distribution network.

A typical urban distribution transformer of 500 kVA to 1 MVA can effectively support only about 150 to 300 home induction stoves (around 2 kW each) or 50 to 100 commercial restaurant stoves (around 3 to 5 kW each) operating simultaneously once other loads are accounted for.

Feeders serving dense commercial or residential clusters could therefore face overloads, voltage drops or tripping during peak cooking hours. In that sense, a cooking gas shortage today could quietly evolve into a distribution grid stress test across India’s major cities tomorrow.

The only real solution is to significantly upgrade electrical infrastructure, increasing the capacity of transformers and feeders across cities. But such upgrades take years of planning and execution.

Is the government thinking about this angle? Or will we realize the problem only after the grid starts failing?
