لا تُختصَر إعادة الإعمار بإصلاح الأضرار، إذ إنّها تعني إعادة بناء الدّولةِ نفسَها. بعد سنواتٍ من الانهيار والانفجارات والأزمات، تحمَّلَ المجتمعُ العبءَ، فيما فشلت الحكومة في التحرُّك. إنّ إعلان حالة طوارئ حقيقيّة يعني حشد المؤسّسات والمجتمعات معًا، وخلق إطار تشاركيّ يضع المتضرّرين في صلب العمليّة، ويطالب بعدالة اجتماعيّة واقتصاديّة وبيئيّة وحضريّة. ومن دون ذلك، تخاطر إعادة الإعمار بأن تصبح فرصةً أخرى ضائعةً لاستعادة السيادة والشرعيّة والتضامن.
