The visit focused on medical assistance, disaster response, and the search for remains of missing servicemen.The trip included activities in Hanoi, Hai Phong, and Quang Tri. Notably, Acting Secretary Cao held meetings with Vietnam’s top leaders: General Secretary and President To Lam, Deputy Prime Minister and Defense Minister General Phan Van Giang, and Navy Commander Admiral Tran Thanh Nghiem.These were standard diplomatic courtesy meetings scheduled in advance. Public readouts from both sides did not disclose the exact duration of each meeting. Vietnamese state media reported the content in typical diplomatic language. He highlighted practical results in defense cooperation, including high-level visits, training, UN peacekeeping, cybersecurity, maritime security, military medicine, and humanitarian assistance. He proposed further strengthening cooperation in these areas as well as in defense industry. He emphasized the spirit of “putting the past behind and looking toward the future,” and mentioned cooperation on war legacy issues, particularly the $130 million dioxin remediation project at Bien Hoa airport.
Hung Cao appreciated the progress in Vietnam-U.S. defense cooperation, especially in maritime security, and expressed hope that both sides would continue to coordinate and deepen this cooperation to further strengthen ties between the two defense ministries and the two countries.
Overall, both meetings appeared to take place in a positive atmosphere, with cordial photo sessions. Vietnam was proactive in proposing expanded cooperation on maritime security and legacy issues, while Secretary Cao reaffirmed continued practical U.S. cooperation and appreciation for what has already been achieved.This visit came roughly seven months after U.S. Secretary of Defense Pete Hegseth’s trip to Vietnam, so major new announcements or breakthroughs were not expected. Lower oil prices and reduced war risk helped Bitcoin bounce toward the $65k–$67k area. Risk-on sentiment is back for now.
However, we still don’t know what the guys in the IRGC will actually do behind the scenes. They’ve caused a lot of trouble in the past.
I’m hopeful the Trump administration will stay firm and actually fix this properly instead of another weak deal like what Obama had done.
