It’s great that industrial policy got mainstream, but unfortunately Democrats took that to mean “pass some tax incentives, make a loan program, and wait for companies to apply to build the clean energy future.”

Imagine any business operating like that — just create the right company handbook, make some employee incentives, then sit back and watch. Would that company ever ship any products?

Imagine FDR acting that way in WW2. Create a loan program for companies to apply to make weapons, make tax incentives for them, then wait for the arsenal of democracy to get built.

This is going to require permitting reform, yes, but the problem is bigger than that. There is a kind of leadership that goes along with “industrial policy” that Americans have completely forgotten about.
