These are 'Overspeed sensors' which stop trains which are approaching a red signal too fast. In this case they are for WH352 protecting Elstow Stone Siding.

@CharlieHillReal The signal which the train passed before crashing was not fitted with TPWS. There was nothing to stop the train from passing the red signal. Only signals approaching high risk junctions are generally fitted with TPWS.

@railnigel Hi Nigel. You seemed to suggest that TPWS stops trains passing red signals on Sky News just now. Just to make you aware that the signal protecting the EMR 810 (the front train) is not fitted with TPWS as it's an automatic signal (most of which are not fitted).
