Recast RED2. If we want a hydrogen economy we should get rid of the ‘additionality requirement’. Additionality linked to the reporting of hydrogen for the art. 25 Transport Target (RES T) only.
@Lbarretogomez The additionality was meant as a means to prevent shift of the use of renewable electricity (e-fuels) to transport with the only reason to obtain this premium without actually generating more RE. The additionality is implicitly linked to the financial incentives in transport.
@Lbarretogomez The Renewable Energy Directive sets targets for the production and consumption of renewable energy. For transport this target is set in the RES T target. By implementation into national blending mandates, premiums can be obtained for use of e-fuels in transport.

Art. 25 generally used to set in motion needed transitions: shift to advanced biofuels, use of biofuels in shipping / aviation, stimulate EV. Only in case of green hydrogen and e-fuels does it introduce unnecessary hurdles. Where is the stimulus?
