In the coming budget of Odisha, consider the appointment of Permanent special educator to enhance the educational empowerment of students with disabilities. @FdOdisha
Respected Sir/Madam
We are members of Odisha Special Educator Federation for Divyang. We have completed B.Ed in Special Education, and registered with Rehabilitation council of India(RCI), we are fully qualified to give quality education to Differently Abled students.
1.5 lakhs of Differently Abled students are enrolled in 68000 general govt. schools in Odisha.
The Hon'ble Supreme Court on October 28, 2021 directed each state and union territory to appoint at least one special educator in each school to provide them quality education. Also PWD Act 1995, RPWD Act 2016 and RTE Act 2009 has provision for permanent Special Educator appointment.
Again after hearing this verdict, the Supreme Court ordered appoint permanent special educators 10:1 pupil teacher ratio in Primary and upper primary level and 15:1 pupil teacher ratio in Secondary and higher secondary level. Also the gazette notification published for teacher pupil ratio on RTE act 2009.
Despite repeated Supreme Court orders, no permanent special educator has been appointed.
We humbly request you that if you appoint permanent special educators in general schools in this budget, we can make a revolution in the field of education for differently-abled students and we will be able to serve our Disabled pupils. More than 7000 aspiring special educator are unemployed in Odisha. We hope and believe that you will ensure this recruitment system and create a historic step in the history of Odisha.
