The Congress Budget Office is massively over calculating the effect of the tax cuts on borrowing. It is calculating the loss of potential tax revenue due to the cuts each year for ten years. This means that any growth during those ten years actually makes the tax loss seem greater.
In reality the loss is just the difference in gross tax revenues before and after the cuts and then how long it takes revenues to regain their former level.
So wage inflation alone would restore net tax receipts to their pre cut level in about three years.
The total cost is more like $370 billion all together, not $3.7 trillion.
