New Hampshire's 'Blockchain basics' bill HB639 progressed today:
NH's House and Senate agreed on a compromise version of the bill (both chambers passed different versions previously).
The bill protects various 'rights', including payments, running nodes, and mining.
🇺🇸 Strategic Bitcoin Reserve update:
The new federal SBR bill has added a single Democrat co-sponsor: Rep. Jared Golden (@RepGolden), from Maine.
Making it (slightly) more bipartisan.
There will only ever be 21 million Bitcoin.
While governments can print unlimited amounts of money, Bitcoin’s supply is permanently fixed.
That’s why I’m proud to support @RepNickBegich’s ARMA Act, legislation that recognizes the strategic importance of Bitcoin and helps secure America’s role as the Crypto Capital of the World 🇺🇸
Congressman Begich introduced the American Reserve Modernization Act today.
The full text isn't yet available, but it should closely follow Senator Lummis' BITCOIN Act from last year:
NEW: Full text of Sen. Lummis' BITCOIN Act
Re-introduced in the Senate, after the 2024 version got held up in Committee.
So how does this version compare?
Like last time, it proposes buying 1M BTC over 5 years.
But there are some key differences: 🧵
America’s reserves balance sheet is a critical component of our nation’s insurance policy, bolstering our currency and providing assurance during times of uncertainty. Over time, the prevailing sentiment as to what constitutes a durable store of value can shift, and as such it is important for us to recognize this fact and provide the flexibility needed to broaden America’s portfolio of reserve assets.
The American Reserve Modernization Act (ARMA) ensures digital assets in the possession of the federal government will be consolidated across government and protected as a reserve asset for future generations, protecting these assets from the whims of Congress or future administrations.
AI data centers and bitcoin / crypto mining are increasingly joined at the hip by activist legislatures trying to stop construction on environmental grounds
NEW: Michigan bill allows local governments to impose moratoriums on the construction of crypto miners and data centers.
HB 5882 provides a roadmap and checklist for local governments wanting to block construction.
The GENIUS Act and Clarity Act are massive steps forward. But the details of implementation are where it gets complicated.

The Data Center Moratorium movement threatens Bitcoin mining, as well as AI.
Here is testimony from one of the organizations influential in pushing through Maine's moratorium bill:
"bitcoin mining operations are part of the same, unprecedented techno-threat to affordability"
TODAY: The Rhode Island Senate AI & Emerging Technology Committee is holding a hearing on SB 2196.
This bill prohibits compelled disclosure of private keys in legal proceedings.
NEW: Oregon has passed a moratorium on tax incentives for data centers.
HB 4084 excluded data centers from a property tax exemption program until 2027, and makes it permanently harder for them to qualify.
