The language isn't precise enough, requiring explanation. The title's been used since the 1400's, occasionally by some Popes.

This is why protestants don't have proclaimed saints, they don't ask for intercessory prayers of the faithfully departed. It would be counterintuitive.

@BasedDavePA Becoming a Venerable is the most difficult step in the process of canonization as all public records of an individuals life has to be reviewed for the possibility of scandal.

To become Beatified a person needs one miracle attributable to them, through their intersession.
