Must be the only sport you are penalised just for not being as good as the opposition, even to the point of being sent off the field (giving the already dominant side a greater advantage)
The scrum was designed to start the game with the forwards tied in to give more space for the backs to operate. It is now just a penalty making machine. Dominant sides have no interest in playing the ball until a penalty is awarded.
Replace the penalty with a 10 meter tap and go free kick.
