The incident in Benue raises a question larger than @PeterObi or any one political party.

At the Athena Election Observatory, our work on democratic competitiveness increasingly points to a simple conclusion: credible elections require more than credible voting and counting.

Opposition parties and candidates must be able to organise, travel, campaign and engage citizens without intimidation or obstruction.

As Nigeria considers State Police, this must be part of the design question. Will decentralised policing improve security and accountability, or give incumbents another instrument with which to constrain political competition?

The test of a democracy is not only whether the opposition can appear on the ballot. It is whether the opposition can compete.
