एम्स ऋषिकेश में SC/ST कर्मचारियों का अनिश्चितकालीन धरना 15वें दिन भी जारी, भूख हड़ताल का 11वाँ दिन; दो साथियों को MICU में करना पड़ा शिफ्ट

अखिल भारतीय आयुर्विज्ञान संस्थान (AIIMS), ऋषिकेश में SC/ST कर्मचारियों के संवैधानिक अधिकारों, पदोन्नति में आरक्षण एवं सामाजिक न्याय की रक्षा की मांग को लेकर All SC & ST Employees Welfare Association, AIIMS Rishikesh के नेतृत्व में चल रहा अनिश्चितकालीन धरना आज 15वें दिन भी जारी है। वहीं, भूख हड़ताल पर बैठे पाँच साथियों की भूख हड़ताल का आज 11वाँ दिन है।

आंदोलन की स्थिति लगातार चिंताजनक होती जा रही है। कल भूख हड़ताल पर बैठे पाँच साथियों में से दो की तबीयत अत्यधिक बिगड़ने के कारण उन्हें मेडिकल ICU (MICU) में शिफ्ट करना पड़ा। वहीं, भूख हड़ताल पर बैठे अन्य साथियों की स्वास्थ्य स्थिति भी गंभीर एवं चिंताजनक बनी हुई है। इसके बावजूद, एसोसिएशन के अनुसार, अब तक एम्स निदेशक महोदया के साथ आंदोलन के समाधान को लेकर कोई औपचारिक वार्ता नहीं हुई है और न ही प्रशासन की ओर से कोई ठोस कार्रवाई सामने आई है।

एसोसिएशन की प्रमुख मांगें

All SC & ST Employees Welfare Association, AIIMS Rishikesh ने एम्स प्रशासन से पुनः अनुरोध किया है कि विवादित DPC (विभागीय पदोन्नति समिति) के मामले का निष्पक्ष एवं नियमानुसार समाधान किया जाए तथा SC/ST कर्मचारियों के संवैधानिक अधिकारों और पदोन्नति में आरक्षण की सुरक्षा सुनिश्चित की जाए।

एसोसिएशन की प्रमुख मांग है कि पदोन्नति में आरक्षण से संबंधित Own Merit Reservation in Promotion के सिद्धांत को लागू किया जाए। एसोसिएशन का कहना है कि इस संबंध में स्वास्थ्य एवं परिवार कल्याण मंत्रालय (MoHFW), कार्मिक एवं प्रशिक्षण विभाग (DoPT) तथा राष्ट्रीय अनुसूचित जनजाति आयोग (NCST) द्वारा दिए गए दिशा-निर्देशों के अनुरूप कार्रवाई सुनिश्चित की जानी चाहिए।

निदेशक महोदया की चुप्पी पर एसोसिएशन ने जताई चिंता

एसोसिएशन ने इस स्थिति पर गहरी निराशा व्यक्त करते हुए कहा कि यह अत्यंत दुर्भाग्यपूर्ण है कि एक ओर निदेशक महोदया द्वारा आयोग के समक्ष SC/ST कर्मचारियों के लिए अपने दरवाजे खुले होने की बात कही गई, वहीं दूसरी ओर आंदोलन के 15 दिन बीत जाने के बावजूद कर्मचारियों के प्रतिनिधियों के साथ अब तक कोई वार्ता नहीं हुई है।

एसोसिएशन का कहना है कि जब कर्मचारियों के स्वास्थ्य पर गंभीर संकट उत्पन्न हो रहा है और दो साथियों को ICU में भर्ती करना पड़ा है, तब प्रशासन की प्राथमिकता तत्काल संवाद स्थापित करना और विवाद का न्यायसंगत समाधान निकालना होना चाहिए।

एसोसिएशन की प्रशासन से पुरजोर अपील

All SC & ST Employees Welfare Association, AIIMS Rishikesh ने एम्स प्रशासन एवं निदेशक महोदया से अपील की है कि मामले की गंभीरता को देखते हुए तत्काल हस्तक्षेप किया जाए, भूख हड़ताल पर बैठे सभी साथियों के स्वास्थ्य की समुचित देखभाल सुनिश्चित की जाए तथा विवादित DPC और पदोन्नति में आरक्षण से जुड़े मुद्दों पर शीघ्र सकारात्मक निर्णय लिया जाए।

एसोसिएशन ने स्पष्ट किया कि यह संघर्ष किसी व्यक्ति, जाति या समुदाय के विरुद्ध नहीं, बल्कि संवैधानिक अधिकारों, समान अवसर, सामाजिक न्याय और कर्मचारियों के सम्मान की रक्षा के लिए है।

15 दिन बीत गए, लेकिन संवाद नहीं। 11 दिन की भूख हड़ताल के बाद भी समाधान नहीं। अब प्रशासन को संवेदनशीलता दिखाते हुए तत्काल ठोस कदम उठाने चाहिए।

It has been brought to notice that AIIMS Rishikesh has allegedly failed to properly implement the constitutional provisions relating to reservations for Scheduled Castes (SCs) and Scheduled Tribes (STs) in both direct recruitment and promotions.

The nursing officers and others under All SC/ST Employees Welfare Association, AIIMS Rishikesh are agitating with hunger strike against non-compliance with the reservation roster, “Own Merit” principle and DoP&T/Ministry guidelines in promotions. They have demanded:-
-Restoration of Reserved Seats and Review of DPC Order
-Establishment of a Functional Reservation Cell and SC/ST Grievance Redressal System
- Fair and Time-Bound Inquiry into the issues concerning with SCs/STs

A fair and impartial inquiry will bring the facts to ensure that staff belonging to SC/STs are not discriminated.

@ICMRDELHI ) clarifies that no new strain of H1N1 has been identified and there is no cause for panic. The Influenza strains currently circulating are also well matched with the vaccine strains recommended for the Northern Hemisphere.

According to senior scientists at the ICMR, these viruses have been in circulation since the year 2025. According to ICMR, seasonal influenza, including H1N1, is mostly self-limiting. Common symptoms include fever, cough, headache and body ache, and most people recover with appropriate care and rest.

The medical body stated that young children, elderly persons and individuals with underlying medical conditions may be at greater risk of complications. If symptoms persist, worsen or become severe, timely consultation with a doctor is advised.

ICMR said that the situation is being closely monitored through regular surveillance, and necessary public health measures are being undertaken.
