He also urges government to fast-track projects such as the warehouse receipt system and establishment of a trade house to improve coordination and support value chains that affect producers and traders across the country.

Hon. Boniface Henry Okot says the committee has identified outstanding policy gaps, including outdated cooperative laws, delays in reviewing the national trade policy, and pending strategies such as the national startup and industrial development frameworks.
He recommends that government harmonises laws governing cooperatives and microfinance institutions into a single framework, and expedites approval and implementation of key policies to improve efficiency and support innovation.

Hon. Boniface Henry Okot calls on government to allocate additional funding to fast-track the tabling of key trade-related bills, including the Consumer Protection Bill, Trade Remedies Bill, and other pending legislation at different stages.
He notes that several bills are still awaiting cabinet approval, financial clearance, or stakeholder input, and urges government to expedite the process to strengthen the legal framework governing trade and industry.

He says the committee will proceed to present its observations and recommendations on the different votes under the two ministries.

Hon. Boniface Henry Okot lays before the House the report of the Committee on Tourism, Trade and Industry on the Ministerial Policy Statements and budget estimates for FY2026/27 for the ministries of Trade, Industry and Cooperatives, and Tourism, Wildlife and Antiquities.
He says the committee finds that both ministries submitted the required information in their Ministerial Policy Statements, but calls on the Minister of Finance to ensure all votes receive certificates of gender and equity compliance in time to support proper parliamentary scrutiny.
