【国民民主党の「社会保険料還付」は、社会保険税の「減税」】

「取って配るなら最初から取るな」という基本方針は変わっていません。

ただ、一つ問題があります。非課税の中低所得層からは、もともと税金を「取って」いません。よって、減税すべき税負担がゼロです。

しかし、税負担がない方でも負担しているものがあります。それが社会保険料です。（特に、勤労者）

よって、国民民主党は税と社会保険料を一体として考え、減税すべき税負担がゼロの方でも軽減すべき社会保険料負担がある方には、社会保険料を「社会保険税」とみなして「減税」しようとするのが、国民民主党の「社会保険料還付」制度の政策目的です。

ただ、社会保険料は年金や医療などの給付と紐づいているため、そのものを減免すると将来の給付が減るので、社会保険料負担相当分を「給付」することで、事実上の「社会保険税の減税」を実現します。

このように、国民民主党の提案する「社会保険料還付」は単なる「給付」ではなく、税と社会保険料の負担を一体として考えた時の、社会保険税の「減税」と言える政策なのです。

補正予算で、この「社会保険税の減税」（約5万円）を前倒しで実施してはどうかと提案したのが、先の党首討論です。

国民会議において議論されている給付付き税額控除導入までの「つなぎ施策」について、食料品消費税の引下げ（0％・1%案）と同等の財源規模で、 困っている層に“厚く・速く・確実に”届ける設計を目指しています。

消費減税ではなく、所得に応じた現金給付で、ポイントは以下の3点です。
・一律給付ではなく、届けるべき人に厚く届く
・消費税0%よりは半年程度速く、1％とは同程度で実施可能
・同じ財源で、より大きな政策効果を生む
