2nd Tuesday can come on 7th it wants, but year will not start or end without the said Tuesday.

@otienowill The Constitution seems to make 'Second Tuesday' very central to calculations of an electoral year.

So date 8,9,10,11 are secondary to which Tuesday.

Each year ends on the second Tuesday, meaning 11th Aug 2026 is the end of 4th year.

2027 is the election year
