According to the report, IRGC Navy units fired warning shots, forcing the tanker to stop and turn back.

The use of warning shots and limited responses suggests both sides are still trying to avoid uncontrolled escalation while negotiations continue.

What remains unclear is how long both sides will be able to manage incidents like these without eventually triggering a much larger and far more dangerous escalation.
