A few reasons why we are unlikely to see spec tax rules anytime soon. 1 . Constitutionality of tax untested. 2 no industry consultations have taken place. 3 prop. rep vote coming first 4 extremely complex rules to write and enforce (litigation will follow) 5 ndp polling strong
