Did those stations ever leave Toronto?
In 2022, Safeguard Defenders mapped unofficial Chinese police outposts in the GTA. Not labelled. Not flying a flag. Tied to Fuzhou public security, the same network used in Operation Fox Hunt to pressure people living here by threatening family back home.
Ottawa summoned the ambassador and told them to stop. The RCMP opened files. Then the Montreal investigation closed in 2025 with no charges. The United States actually made arrests on the same kind of operation. Canada produced a press line and a shrug.
The foreign interference inquiry still said those stations existed in this country. A security expert told Parliament this year they had not vanished. CSIS is still warning about transnational repression. And in January, during the Beijing trip, the RCMP signed a cooperation memo with China’s Ministry of Public Security. The same ministry whose bureau ran the overseas stations. The text of that memo is secret.
So the honest questions are simple. Did the doors close, or did the sign come down? Did they move to a different address? Or did we decide the file was too awkward, sign a quiet deal, and hope nobody asked again?
A country that cannot answer that is not serious about sovereignty. It is hoping you forget.
