Chairman @RepMoolenaar and @RepDebDingell have introduced the bipartisan Biotech Investment National Security Act (BINSA) to stop the alarming surge of American investment into China’s biotechnology sector.
The Chinese Communist Party is an antagonist, not an ally, to American pharmaceutical production, manufacturing, and national security. This legislation will subject American investment in Chinese biotechnology to the review requirements of the Comprehensive Outbound Investment National Security (COINS) Act. When Pfizer and Bristol Myers partner with Chinese biotech companies, their deals imperil the future of American drug innovation. We must not allow American investment, expertise, and technology to offshore our biotech industry.
For too long, our political class treated efficiency as a substitute for resilience and consumption as a measure of prosperity.
Trade policy, industrial capacity, and national security are inseparable. And to allow foreign dependencies to degrade any one of those domains is to allow them to define America’s future. Under @POTUS’ leadership, we are rebuilding domestic production to restore American sovereignty.

Chairman @RepMoolenaar is leading with action. Alongside @SenatorBanks, he introduced the Securing Innovation and Research from Adversaries Act to block taxpayer-funded research from flowing to entities tied to China’s military and intelligence networks.
The bill bans federally funded collaborations, including joint research, data sharing, and personnel exchanges, with anyone on U.S. government restricted lists, closing loopholes that have allowed sensitive technology to be exploited.

Today, Chairman @RepMoolenaar and @RepDebDingell introduced the Connected Vehicle Security Act. The legislation would prohibit the importation, manufacture, and sale of connected vehicles, software, and hardware linked to China.
The Connected Vehicle Security Act builds on the work of two administrations. In 2019, President Trump signed an executive order declaring a national emergency with respect to foreign threats to America's information and communications technology supply chain, establishing the legal authority for the federal government to act. The Biden Administration used that authority to finalize regulations in January 2025 prohibiting connected vehicle software and hardware linked to China and Russia. The Connected Vehicle Security Act expands those protections in statute.
