H.E. Khalifa Sirajuddin Haqqani, Minister of Interior Affairs, met with Dr. Hanan Balkhy, head of the regional office of the World Health Organization (WHO), and her accompanying delegation.
Representatives of the King Salman Humanitarian Aid and Relief Center, the head of UNICEF’s regional office, and the ambassadors of the United Arab Emirates and the State of Qatar also attended the meeting.
The discussions focused on strengthening Afghanistan’s health sector, enhancing health cooperation and coordination, and supporting polio vaccination programs.
H.E. Haqqani, assured the visiting delegation of his cooperation in the delivery of health services and added that Afghanistan now has opportunities for the provision of health services that were previously unavailable due to security reasons. He noted that Afghans continue to face significant challenges in the health sector and that healthcare services form a vital component of humanitarian assistance. He therefore underscored the importance of joint cooperation and stressed that the delivery of these services should remain free from political considerations.

Today on Wednesday, the Director General of Afghanistan National Disaster Management Authority, His Excellency Alhaj Mullah Nooruddin Turabi, met at his office with Mr. Toshaka Sota, President of JICA in Afghanistan, Mr. Daijo, Head of the Economic Section at the Embassy of Japan in Afghanistan, and Mr. Minato, Deputy of JICA. The two sides discussed expanding bilateral cooperation in disaster risk management, implementation of preventive projects, mitigation of the impacts of climate change, and mine clearance programs.
At the beginning of the meeting, His Excellency Alhaj Mullah Nooruddin Turabi welcomed the Japanese delegation and expressed gratitude to the Government and people of Japan — particularly JICA — for their continued cooperation with Afghanistan National Disaster Management Authority and the people of Afghanistan. He stated that due to its unique geographical location, climatic conditions, and increasing effects of climate change, Afghanistan is among the countries most vulnerable to natural disasters in the world. Every year, floods, landslides, rockfalls, earthquakes, and other natural hazards cause heavy financial and human losses to the Afghan people.
The Director General of Afghanistan National Disaster Management Authority briefed the delegation on the Authority’s preventive programs, noting that approximately 400 preventive projects have so far been implemented or are under implementation using the budget of the IEA. He emphasized that, given the rising threat of disasters, the expansion of preventive projects, water resource management, and disaster risk reduction programs are among the Authority’s top priorities.
Alhaj Turabi Sb stressed the non-political nature of humanitarian aid and public welfare activities, and called upon international organizations, partner institutions, and donors to increase investment in preventive projects and disaster risk reduction, in addition to emergency assistance. He added that Afghanistan National Disaster Management Authority has provided all necessary facilities for the activities of partner organizations and hopes that development partners will further expand their cooperation in the implementation of infrastructure and preventive projects.
He also highlighted the increasing risk of rockfalls in several provinces of the country and urged the implementation of technical projects to stabilize and secure affected areas, requesting JICA’s cooperation in this regard.
In response, Mr. Toshaka Sota, JICA President in Afghanistan, expressed pleasure at meeting the Director General of Afghanistan National Disaster Management Authority and conveyed his condolences for the recent natural disasters. He reaffirmed that the Government and people of Japan stand with the Afghan people and will continue their humanitarian and development cooperation across various sectors.
He noted that climate change has become a major global challenge affecting all countries. According to him, JICA has integrated disaster risk management into the framework of its climate change projects and is ready to continue cooperation with Afghanistan National Disaster Management Authority in areas such as stabilization and protection of rockfall-prone areas, disaster risk management, and mine clearance programs.
At the conclusion of the meeting, both sides emphasized strengthening joint cooperation, expanding preventive projects, effective management of disaster risks, reducing vulnerability to climate change, securing high-risk areas, and further developing collaboration in mine clearance.

A joint meeting was held between representatives of the Ministry of Foreign Affairs of Slovenia and ANDMA.
The meeting was attended by the Head of Humanitarian Diplomacy of the Ministry of Foreign Affairs of Slovenia, as well as the Heads of International Relations and Mine Action Coordination from ANDMA.
The discussions focused on the clearance of unexploded ordnance and contaminated areas in Afghanistan, support for mine action programmes, the provision of healthcare services to victims of mines and unexploded ordnance, and future cooperation in these areas.
Today in Kabul, we held a productive meeting with Mr. Mikail Taşdemir, Head of the Turkish Cooperation and Coordination Agency #TİKA office. During the meeting, the vital role of #ANDMA in responding to emergency situations was discussed in detail. Both sides also exchanged views on strengthening the rapid coordination of humanitarian assistance in the event of humanitarian disasters and other related emergency response mechanisms.
Furthermore, discussions focused on enhancing institutional capacity in disaster risk management, as well as expanding professional and technical cooperation with #Türkiye’s #disaster management institutions. The Director General of Afghanistan National Disaster Management Authority Met with the Head of UNDP Climate Change Portfolio
Today, on Wednesday, the Director General of Afghanistan National Disaster Management Authority, His Excellency Alhaj Mullah Nooruddin Turabi, met at his office with Mr. Sergei Valkov, the Head of the Climate Change Portfolio at the United Nations Development Programme (UNDP), and Senior Technical Advisor Mr. Syed Asif Mohammadi. The two sides discussed climate change and the management of natural disasters.
At the beginning of the meeting, Alhaj Turabi Sahb welcomed the visiting delegation and expressed his pleasure at holding discussions with an experienced partner in the field of natural disaster management. He briefed the delegation on the objectives of the Authority, the priorities of the Afghan people, and their needs. Alhaj Turabi Sahb also requested cooperation in the area of capacity building. He stated that, in addition to providing food, non-food, and cash assistance to deserving families, the Authority implements preventive projects, with significant focus on the implementation of infrastructure projects.
Alhaj Turabi Sahb further requested the timely implementation of UNDP projects and assured the delegation of his Authority’s full cooperation in the execution of these projects.
In response, Mr. Sergei Valkov, the Head of the UNDP Climate Change Portfolio, thanked Mr. Turabi for allocating time and praised the strong working relationship with the Authority. He emphasized that UNDP projects would be implemented on time and in appropriate locations. He also noted the need for professional personnel in the implementation of infrastructure projects and affirmed that UNDP would extend its cooperation with the Authority in this regard.

Today, we held a productive meeting with H.E. Mr. Oybek Usmanov, Ambassador of the Republic of Uzbekistan. During the meeting, discussions were held regarding the humanitarian situation in both countries. Referring to the historic and friendly relations between the two brotherly nations, both sides emphasized the importance of further expanding humanitarian and friendly cooperation, and described humanitarian assistance as both a moral responsibility and a duty of good neighborliness. In addition, views were exchanged on strengthening technical cooperation in disaster management and enhancing regional collaboration for disaster risk reduction.

The trilateral meeting between #ANDMA, #ECHO, and #IOM was held under the chairmanship of the Head of the Technical Committee, Burhanuddin Khan. During the meeting, extensive discussions were carried out regarding the development of the #volunteer network, as well as the assessment of the current situation, future actions, and mechanisms for enhancing the effectiveness and operational efficiency of this network.
#ANDMA has officially inaugurated its Search and Rescue #sart Team. This specialized unit will undergo professional, regionally standardized training and is expected to emerge as one of the most capable and highly skilled response teams in the field.
From now on, the team will be deployed in all emergency situations, operating on the front lines to save lives, assist affected communities, and strengthen rapid disaster response capabilities across the country.
