@dilanesper Isn’t the difference between your example and US Soccer cultural? We love basketball, we made it. We could have fielded a winning team whenever we wanted. Maybe when it comes to soccer it’s not just about priority but something deeper? We don’t view it as something to aspire to?

@whignewtons That seems like a good idea. But tie goes to the Congress that passed THIS piece of legislation, and that Congress (often) doesn’t exist anymore. So really, the current Congress “wins the tie.” Why not just say, as Barrett would, we’re not going to read the statute this way?
