Tribal Sheikh Arrested in Sana’a
Members of the Houthi-affiliated Security and Intelligence Service have arrested Sheikh Taha Al-Ma’aqli, a prominent tribal sheikh from Bani Matar District in Sana’a Governorate.
According to local sources, security forces traveling in four military vehicles and two armored vehicles, accompanied by a bus carrying female Houthi security personnel commonly known as “Zainabiyat,” raided Al-Ma’aqli’s home near the UNICEF office in the vicinity of Asr Roundabout in Sana’a.
The forces took him to an undisclosed location after searching the house and confiscating personal belongings belonging to him and members of his family.

Samira Balah, a humanitarian worker and a field monitor for the Office of the United Nations High Commissioner for Human Rights (OHCHR) in Al Hudaydah, has remained detained by the Houthis since her arrest in June 2024, as part of a broader campaign targeting @UNinYE personnel and employees of international organizations.
During this period, the Office of the High Commissioner for Human Rights has largely confined its response to issuing statements, without this translating into effective action to secure the release of its detained staff or reflecting the scale and severity of the violations they have been subjected to.

Every day, new stories and testimonies emerge publicly revealing serious violations attributed to leaders and members affiliated with the UAE-backed Southern Transitional Council in Aden. What is being circulated across media outlets and social media platforms reflects the scale of abuses that many victims have reportedly endured over recent years.
The recurrence of these incidents places a greater responsibility on local and international human rights organizations to monitor, document, and investigate, in order to ensure the truth is uncovered and that no individual proven to be involved escapes accountability.
Mazen Hazeb, a captain and commander of the Mansoura sector in Aden affiliated with the UAE-backed Southern Transitional Council, has been named in statements concerning serious allegations of abuse of authority and misconduct involving a minor and her family.
According to a statement by the victim’s mother, the incident reportedly began about a year ago when he visited their home asking about the head of the household. After being informed that the husband was absent, he later returned and took the husband along with a visiting relative. The family says the husband’s mobile phone was with them at the time.
The mother further says she was later interrogated alone in a vehicle and told that her husband was accused of drug trafficking, an allegation she denies, stating that he is a daily wage worker struggling to support the family.
She also says he requested to question their 17-year-old daughter alone, without her mother present. The eldest daughter, aged 19, was asked to hand over her phone, which she refused without an official warrant. The mother further says she observed an image of her younger daughter being transferred from her phone to his device.
According to the family, the minor said he expressed personal interest after seeing her photograph and allegedly threatened that refusal to comply would result in harm to her family members. The family also says a phone call was later made requesting her to meet him under coercive circumstances.
The family further says the husband was detained for 28 days before being released. They say they were later advised to relocate due to continued pressure. After moving, they say armed personnel affiliated with the UAE-backed Southern Transitional Council raided their new home, confiscated mobile phones, and detained family members for several hours.
These gross violations raise serious concerns under international human rights law, including abuse of authority, intimidation, arbitrary detention, and potential sexual exploitation involving a minor. These constitute grave violations of international human rights and humanitarian law and require urgent monitoring, documentation, and independent impartial investigation.
They underscore the urgent need for transparent investigative mechanisms, accountability, and due process within security institutions, particularly in contexts where armed groups exercise authority over civilians and where individuals in positions of power are implicated in serious abuses of authority and exploitation.

Somaya Al-Maqtari has issued a heartfelt appeal, revealing the abduction and arbitrary detention of her father, Bashir Salam Al-Maqtari, by the Houthi militia. Today marks the second anniversary of his abduction on April 17, 2024.
Somaya explains that she remained silent throughout this period at the request of those responsible, in the hope that it would lead to his release but to no avail. Today, she has been compelled to break her silence and call on the public for support.
Bashir’s case is not an isolated incident; rather, it reflects the plight of dozens, perhaps hundreds, of detainees held in Houthi prisons. Their families are often pressured into silence in the hope of securing their loved ones’ release, while this silence is exploited to perpetuate ongoing violations.
Bashir is a Yemeni citizen and a civilian employee in the aviation sector. He was abducted and remains detained without any legal basis.
We join Somaya’s appeal and call on international and local organizations to take urgent action and exert pressure to secure his release, as well as the release of all detainees.

جريمة واحدة.. وأسئلة كبرى عن مستقبل اليمن
كثيرةٌ هي الفقدانات والاغتيالات في بلادٍ متشظيةٍ ومنقسمة، وسلطةٍ مهترئةٍ ومنقسمة، لكن بعض الأحداث تحمل دلالاتٍ كبيرة.
بالطبع، كل حادثة قتلٍ هي عدوانٌ على النفس، وقتلٌ لكل النفوس، والحوادث السياسية تدور في فلك الصراع السياسي. إلا أن اغتيال وسام قائد، القائم بأعمال مدير الصندوق الاجتماعي، مؤشر خطير، لما يعكسه من منزلقٍ تذهب إليه البلاد على أكثر من مستوى.
أولاً: بالنسبة لشخص وسام؛ ترك حياته في بريطانيا بعد ان حصل على التاهيل اللازم وهي يمني من جيل اغتراب لاحق وعاد ليعمل في اليمن. وهذه من أندر الهجرات العكسية للكفاءات في بلدٍ يكاد ينزف يومياً عقولَه وخبراته، حتى بات شبه فارغٍ إلا من عددٍ قليل، بينما الاحتياج يتزايد بسبب تفكك الدولة، وانكماش القطاع الخاص، وغياب البيئة الجاذبة للحفاظ على الكفاءات، رغم الزيادة السكانية المهولة.
لم تكن عودة وسام إلى اليمن مجرد اقتناص فرصة وظيفية، بل إيمان بجدوى العمل في المجال العام والوظيفة العامة ورغبة صادقة في خدمة الناس وانتماء أصيل لا يقارن.
اغتيال وسام -أياً كان قاتله- سيجعل كل يمني في الخارج يسأل نفسه ألف مرة قبل أن يقرر العودة إلى اليمن والعمل فيها.
ثانيًا: المجال الذي كان يعمل فيه وسام مجالٌ تنمويٌّ بامتياز، وقتله يعني تعطيل آخر قربك إنعاش للعمل التنموي المحلي، الذي يبني مشاريع مستدامة، لا مجرد خدمات طارئة، ويُمكّن العائلات من كسب لقمة العيش بكرامة بدلًا من أن تصبح عالةً واتكالية.
إذا صدقت فرضية أن الحوثيين وراء قتله، فإن الجماعة تذهب إلى أبعد الحدود في خنق اليمنيين في لقمة عيشهم، وحبسهم في سجن الفقر والموت إذا قرروا الفكاك من قبضتها. وإذا كانت جهةٌ أخرى غير الحوثيين، فإنها بمقتله تشارك هذه الجماعة في تعطيل التنمية وتعميق إفقار اليمنيين.
ثالثًا: إن اغتياله في العاصمة المؤقتة عدن جاء بعد انتقال الصندوق الاجتماعي من صنعاء بسبب سياسة التضييق الحوثية. وبهذا، فإن عدن لم تلتقط فرصتين ذهبيتين:
الأولى: أن تتحول إلى عاصمةٍ قادرة على احتضان مؤسسات الدولة وإعادة بنائها.
والثانية: أن تستقطب كفاءات كوادر الدولة والمؤسسات الحكومية.
فعدن تبدو مغلقةً على فصيلٍ جهوي، لا يستطيع أبناء اليمن العمل إلى جوارهم، وهو ما يجعل اغتيال وسام حدثًا يلبي رغبات أكثر من طرف يسعى إلى اختطاف اليمن ومدنه.
الذين عرفوا وسام قائد العريقي شخصيًا، أو عرفوه من خلال عمله وطبيعة المؤسسة التي يعمل فيها، يدركون فداحة هذا الفقد على اليمن بأكمله.
والصندوق الاجتماعي مؤسسة حساسة بحكم تدخلاته في حياة اليمنيين الفقراء الذين لا عون لهم، وقد بقي آخر إنعاش لهم، حتى أُجبر على الخروج بعد أن تعرضت موارد المنظمات للنهب. كما أن هذا الصندوق كان حبلًا سريًا للثقة بين مؤسسات الداخل غير المسيسة والمجتمع الدولي.
ثم إن معركة نقل المؤسسات إلى عدن لم تكن سهلة، واغتياله يعكس حجم التعقيد والتحدي.
والسؤال الآن: كيف يمكن نقل أو تفعيل مؤسسات أخرى أكثر حساسية سياسية وسيادية، مثل الطيران والنقل والاتصالات؟
تكررت حوادث الاغتيالات في غضون أسابيع في عدن، وكلّ اغتيالٍ يحمل دلالاتٍ سياسيةً وأمنية في سياق سياسي معقد بعد حل المجلس الانتقالي وتبدلات السلطة جزئياً في عدن والمحافظات المجاورة.
والمعالجة تكون من خلال مراجعة جادّة للمنظومة الأمنية؛ فهذا الانكشاف يقتضي إعادة هيكلة وتدوير وبناء منظومة استخباراتية جادّة.
إن أقل ما يمكن أن يسهم في معالجة هذه الفجوة هو القبض على القتلة وكشف الحقيقة.

A Yemeni investor has been placed under house arrest in Sana’a and is being pressured to relinquish 70% of his project to Houthi leader Yahya Al-Razemi.
The Yemeni investor, Sheikh Abdulaziz Saleh Saeed Al-Lukaimi, is facing a dire situation in Sana’a, where he remains under house arrest at his residence following months of detention and torture in an underground detention facility operated by the Houthi-run Intelligence and Security apparatus, during which all of his projects were confiscated.
According to sources close to Al-Lukaimi, he applied for a permit to establish a mining project to extract marble and granite from a mountainous area within his property in Al-Qafr District, Ibb Governorate (central Yemen). He obtained official authorization from the Geological Survey and Mineral Resources Authority in Sana’a.
He commenced work on the project, including the payment of licensing fees, constructing an access road to the site, procuring drilling equipment, cutting saws, and polishing machinery, as well as electric generators. He also established a fully equipped residential camp for workers, prepared the processing facility, and sent samples to foreign companies. Production had already begun.
According to the same sources, as the first shipment was being loaded in preparation for export, a Houthi security force arrived, halted operations at the site, and subsequently detained the investor.
Al-Lukaimi incurred costs estimated at approximately 200 million Yemeni riyals in establishing the project. However, shortly after commencing operations, he was detained in an underground detention facility operated by the Houthi-run Intelligence and Security apparatus, where he was subjected, according to sources, to various forms of torture.
Prior to initiating the project, Yahya Al-Razemi had visited Al-Lukaimi at his residence and demanded to be made a partner under the pretext of “protecting” the project, in exchange for a 70% share. Al-Lukaimi refused the request, stating that he had obtained an official license and that the competent authorities were responsible for providing protection.
During his detention, he was again coerced into accepting Al-Razemi as a partner with a 70% stake. He refused once more, affirming that the license had been lawfully issued in his name and that he was prepared to comply with all legal obligations, including taxes and fees through official channels.
Al-Lukaimi is currently under house arrest in Sana’a, with his project suspended and ongoing pressure being exerted on him to surrender 70% of the project to the aforementioned Houthi leader. His health condition has significantly deteriorated; according to sources, he suffered a stroke during his detention and is also experiencing cardiac complications.
Sources further indicated that Hussein Al-Razemi, acting in his capacity as an investment official affiliated with Yahya Al-Razemi, coordinated with authorities in Sana’a to confiscate Al-Lukaimi’s shares in other investment activities, including “Al-Khamsin Center for Medical Examinations and Labor Services” and “Sama Al-Saeeda Agency,” both of which generate revenues estimated in the millions of Yemeni riyals.
Houthi security personnel remain stationed outside the investor’s residence, while he is unable to leave Sana’a due to his deteriorating health condition.
According to sources, Al-Lukaimi attempted to escalate his case to several senior Houthi officials in Sana’a, including the office of Mahdi Al-Mashat, Chairman of the Supreme Political Council, as well as the group’s Grand Mufti and other senior figures, but received no response to halt the violations and abuses he is subjected to.

Abduction of a Humanitarian Mediator in Sana’a
A special source told @SirajYe that Houthi authorities arrested Sheikh Abdullatif Al-Muradi this afternoon, one of the most prominent local mediators in Yemen.
According to the source, members of the Security and Intelligence Service, dressed in civilian clothing, detained Al-Muradi while he was present at Shumaila Market in Sana’a.
Al-Muradi is a well-known social figure who has led, together with others, local mediation efforts that have secured the release of hundreds of detainees and forcibly disappeared persons over the past years.

A horrific incident has been reported in the village of Al-Mash in central Hayran District, Hajjah Governorate, where a shell struck a group of civilians by the Houthi group while gathering to eat their Ramadan iftar meal. The shelling killed nine civilians, including children, and injured more than 20 others, some of whom are in critical condition, raising concerns that the death toll may rise.
Targeting civilians during a moment meant for peace and communal gathering highlights once again the grave risks faced by civilians in the conflict. Under international humanitarian law, shelling civilian gatherings or launching indiscriminate attacks in populated areas constitutes a serious violation. Such acts are prohibited and may amount to war crimes.
This crime does not appear to be an isolated incident, but rather part of a broader and well-documented pattern of violations attributed to the Houthi group against civilians in Yemen.
