Instead of new transfer rules in California, what is needed is coaches with teaching credentials being full-time employees as head coaches. That will clean up cheating, discipline issues, make them more accountable and lead to better life lessons being taught instead of just trying to win. That's not a broad brush. No one is perfect but it's a way forward. Old school.
