Flagship decarbonised zones in each local authority should be supported to implement locally appropriate solutions in these areas. Councils must be given support to ensure the success of these projects.

To assess the outcome of the NDP, Government should have a renewed focus on, and more ambitious targets for, compact growth. Targets should have a focus on building sustainable communities within built-up areas of our cities, towns and villages.

The Council has recommended a review of Government schemes that provide supports for decarbonisation, utilising behavioural research to identify administrative issues within current schemes supporting forestry, solar PV and EV uptake.

Council has recommended the introduction of bundled consumer incentives for adoption of solar PV alongside heat pumps and electric vehicles, to accelerate decarbonisation while supporting energy affordability and grid stability.

Ireland has lagged behind in transposing EU directives and EU energy directives, in particular, into Irish law. With the Irish EU Presidency in 2026, this poses real geopolitical and reputational risks.

In 2024, Ireland spent €4.7bn on fossil fuel subsidies. It is imperative that all fossil fuel subsidies are removed as part of the decarbonisation of Ireland’s energy system. A comprehensive review of national energy taxation and fossil fuel subsidy structures, is required.
