The 15-Point Programme of the National Resistance Movement (NRM) was the political agenda adopted during Ugandaโs liberation struggle and has served as a guiding framework for governance. The points are:
1. Restoration of democracy.
2. Restoration of security of persons and property.
3. Consolidation of national unity and elimination of all forms of sectarianism.
4. Defense and consolidation of national independence.
5. Building an independent, integrated, and self-sustaining national economy.
6. Restoration and improvement of social services and rehabilitation of war-ravaged areas.
7. Elimination of corruption and misuse of power.
8. Redressing errors that have resulted in the dislocation of sections of the population and improvement of others.
9. Cooperation with other African countries in defending human and democratic rights.
10. Following an economic strategy of mixed economy.
11. Improvement of educational services.
12. Improvement of health services.
13. Improvement of transport and communication systems.
14. Rehabilitation and expansion of productive infrastructure.
15. Promotion of regional and international cooperation for peace and development.
