Operational Delays in EXIM Container Movement within the JNPA–CFS Ecosystem
The Container Freight Stations Association of India (CFSAI), on behalf of its Member CFSs, wishes to inform all stakeholders that the movement of EXIM containers between Port Terminals and CFSs within the JNPA ecosystem continues to experience delays due to factors beyond the control of CFS operators.
The situation is primarily attributable to:
Traffic congestion and frequent stoppages at Chandani Chowk.
Congestion at terminal gates, particularly at NSICT, NSIGT and GTI, resulting in slower evacuation of import containers and delayed gate-in of export containers, including instances of export shut-outs.
Deteriorated road conditions, potholes, waterlogging and continuing monsoon conditions in port eco-system surrounding region.
Ongoing road repair and infrastructure works, particularly in the vicinity of DRT CFS & several other locations .
Increased turnaround time of Trailer Trucks, impacting the timely movement of both import and export containers.
These factors have significantly affected the evacuation and delivery of containers, resulting in extended transit times and operational disruptions across the logistics chain.
Despite these challenges, all CFSAI Member CFSs continue to make every effort to maintain operational continuity, optimise available resources and minimise delays.
Stakeholders are requested to take note that delays arising from traffic congestion, terminal-side constraints, adverse weather and road infrastructure conditions are beyond the control of Member CFSs.
Accordingly, Member CFSs shall not be held responsible for consequential delays or operational impacts arising from these external factors.
CFSAI requests the concerned authorities to facilitate smoother traffic movement at Chandani Chowk, minimise avoidable traffic stoppages, and expedite road repairs and maintenance in the CFS areas to ensure the efficient movement of EXIM cargo.

Port congestion AT JNPA Critical delays and Cost Escalation at BMCT
Severe congestion at JNPA, particularly at Bharat Mumbai Container Terminal (BMCT), is disrupting supply chains and significantly increasing logistics costs for Indian trade. BMCT’s problems have intensified following its increased intake of international transshipment containers, without matching enhancement in capacity. This has led to high yard density, slower crane productivity and serious gate congestion.
Despite CFSAI members maintaining a continuous supply of trailers, the average trailer turnaround time at BMCT now exceeds 16-24 hours, causing queues inside and outside the terminal and leading to gross underutilisation of fleets. Import and export cargo movements are both affected, resulting in missed vessel connections, production rescheduling, higher inventory holding, and disruption of contractual commitments.
Trade is incurring heavy costs due to detention, fuel, overtime and other indirect expenses, Several transporters are hesitant to place there fleet at BMCT .
The trade is advised to factor in additional transit time, and coordinate closely with all stakeholders. Immediate intervention by authorities is sought to decongest BMCT, prioritize gateway cargo, and rationalize transshipment intake.

The situation at JNPA Port with regards to the evacuation of import boxes continues to be a matter of grave concern amongst JNPA EXIM containerized trade, especially at BMCT Terminals which is largest among existing.
Despite a severe driver shortage, transporters of CFSs are deploying all available vehicles and resources, but ports are unable to effectively utilize this capacity to reduce congestion and improve cargo movement.
The terminals functioning under JNPA are struggling to deliver import containers on FIFO basis to CFSs which are an extension of the port ecosystem, due to inadequate infrastructure, lack of adequate handling equipment , shortage of manpower, operating procedures, and planning.
With huge capacity expansion & additional area of the port, the supporting infrastructure necessary for handling additional volumes in Terminals and smooth operations has not been augmented. Although authorities are aggressively intervening, the situation continues to be serious.

Movement is allowed only between midnight and 6:00 AM. However, local CFS movements are being stopped intermittently adversely impacting the Turn around time of TTs which has created severe disruption of EXIM cargo flows.
Huge Cargo cargo pendency: Import containers from 8–9 days back remain undelivered as Terminal are not following mandated First In First Our (FIFO)
Unless the restrictions are withdrawn immediately, EXIM trade at JNPA faces a crisis & serious situation with national-level repercussions.
This disruption is entirely beyond the control of CFSs and the concerned stakeholders have been notified
CFSAI seeks immediate intervention of, MAHA Gov, a, Navi Mumbai Police, JNPA & JNCH Authorities & Ministries of Shipping, Commerce & Finance to restore normal EXIM container flows at JNPA.

JNPA Terminals severe road congestion at approach roads to "Gate-In" continues since 1 month barring 2-3 days respite. Which ever terminal gets ad-hoc vessels and incremental volumes get congested . It was BMCT and Apart from inconvenience and delays faced by the Importers and exporters, our Member CFSs TTS are getting stuck in queues for up to 8-10 hrs whilst approaching In-Gates. There is a huge productivity loss with each Trailers barely making 1 to 1.5 round trip a day. The terminals are not following FIFO, which results in containers arrived in earlier vessels getting buried in stack.
Importers /Exporters/ CFSs & Truckers continue to bear the brunt as TTS get stuck in long queues and gate entry takes up to 8-10 hours. Although JNPA has intervened and advised Terminals to ensure augment equipment handling & infra , there is no improvement
This issue is serious and needs to be addressed
CFSAI advisory highlights that once congestion sets in, Terminals do not follow SOP & FIFO. Containers arrived earlier get buried in stack whilst newer containers get delivered.

Priority to Musical Concert at DY Patil stadium Belapur -EXIM containers movement in JNP halted for 10 Hrs.
It is ridiculous !! Navi Mumbai Police issued advisory & totally halted the movement of all Truck trailers connecting and evacuating EXIM cargoes in Containers to and from JN Port to nearby Container Freight Stations (CFSs) by putting barricades. This was to give priority to control the surge of traffic expected during Musical concert happening at DY Patil stadium , 20 kms away !! 100s of CFS TTs are stuck causing huge losses to the trade and CFSs
This is the 4th time in last few months when EXIM Containers movements have been halted.
