Iran Condemns US Illegal, Inhumane Measures Against Cuban People

Esmail Baghaei, spokesperson for Iran’s Foreign Ministry, strongly condemned the intensification of the economic blockade against #Cuba and the continued pressure imposed on the country by the #UnitedStates, expressing solidarity with the Cuban government and people.

Referring to more than 64 years of the US economic embargo on Cuba, which has resulted in widespread humanitarian and material consequences and gross violations of the fundamental human rights of the Cuban people, Baghaei stated that the economic sanctions against Cuba constitute a clear violation of the fundamental principles and rules of the United Nations Charter and international law.
He emphasized that such measures particularly contravene the right of peoples to self-determination, the principle of respect for national sovereignty, and the prohibition of interference in the internal affairs of states.

The United States, he added, must be held accountable for its continued and systematic violation of these principles and for the extensive infringement of the human rights of the Cuban people, which is tantamount to a crime against humanity.

Trump a décrété l'arrêt complet des livraisons de pétrole, en bloquant le brut d'origine vénézuélienne, et menace de droits de douane exorbitants tout importateur étranger qui souhaiterait fournir du #pétrole à Cuba. Les réserves nationales seront épuisées à la fin du mois de mars.

Les conséquences sont dramatiques et meurtrières. Les classes populaires, les travailleurs précaires, les familles nombreuses, les retraités subissent de plein fouet l'explosion des prix dans un contexte de dollarisation croissante, a fortiori avec l'effondrement du tourisme, pilier économique n'ayant pas retrouvé son niveau pré-pandémie. Les bus sont à l'arrêt faute d'essence, contraignant les travailleurs ou les familles à recourir à des taxis privés hors de prix, ou espérer être pris en stop par un ménage capable de payer les restes d'essence. A l'hôpital, les opérations chirurgicales sont limitées aux urgences vitales, afin de protéger la vie des patients. Les compagnies aériennes ne peuvent plus s'approvisionner en kérosène à Cuba, les contraignant à effectuer des escales dans d'autres pays pour desservir l'île et privant le pays de devises touristiques.

Seul le Mexique a envoyé deux navires humanitaires, l'Isla Holbox et le Papaloapan, chargés de 814 tonnes de lait en poudre, de haricots, de riz et de produits d'hygiène. Le Chili, la Chine et la Russie ont aussi annoncé une livraison prochaine d'aide.

Mais le président Trump ne s'en cache même plus : il a déclaré ouvertement vouloir « faire tomber l'île » en la mettant sous tutelle, et a évoqué publiquement son souhait de voir son secrétaire d'État, Marco Rubio, devenir président à Cuba.

Cette situation constitue une menace pour la stabilité régionale, avec des répercussions potentielles néfastes pour les collectivités d'outre-mer françaises (Saint-Martin, Saint-Barthélemy) et les départements et régions d'outre-mer (Guadeloupe, Martinique, Guyane). Elle pose également la question du respect du droit international face à l'unilatéralisme de puissances étrangères. Cette provocation inouïe ne peut pas rester sans réponse immédiate de la communauté internationale et du Gouvernement français, afin d'affirmer la prévalence du droit international vis-à-vis de la montée en puissance de la «loi du plus fort » dans les relations internationales. L'embargo commercial renforcé et l'étranglement financier que les États-Unis maintiennent contre Cuba depuis plus de soixante ans en dépit de la condamnation systématique de l'Assemblée générale de l'ONU empêchent ce pays souverain de répondre aux besoins de la population et mener ses débats d'orientation stratégique sans ingérence étrangère. Pire, nul ne peut aujourd'hui exclure une invasion militaire du pays par les Etats-Unis, qui se heurterait à une vive résistance populaire.

Dans ce contexte, je demande à M. le ministre de l'Europe et des affaires étrangères comment il répondra à ces mesures illégales et criminelles ? Portera-t-il cette question au sein des institutions onusiennes afin de défendre les principes du droit international ? Dans l'immédiat, apportera-t-il un soutien énergétique à Cuba, notamment par la fourniture de ressources ou d'équipements permettant de développer les énergies renouvelables comme les panneaux solaires ? Un mécanisme de facilitation commerciale pourrait être mis en place compte tenu de la situation extraordinaire ?
