AB 2723 establishes the California American Freedmen Affairs Division within the Secretary of Stateโs office, building durable genealogy and administrative infrastructure for American Freedmen residents across the state.
Clear documentation makes targeted resources possible โ without confusion, delay, or duplication.
Our bill protects personal information, strictly prohibits involvement in law enforcement activity, and requires ongoing reporting and independent audits.
Importantly, our bill also formally recognizes this population as foundational to both American and California history and ensures that documentation and governance systems reflect that reality.

From Slavery to the Crack era, U.S. government-sponsored harm against descendants of people enslaved in the U.S. has left a lasting impact on our health.
Here's what we know:
U.S. Government (CIA)-linked networks moved cocaine into Black American communities in the U.S. during the 1980s โ a pipeline later documented in federal investigations and reporting.
Journalists like Gary Webb showed how this pipeline helped fuel the cocaine supply that became crack in our neighborhoods.
U.S. agencies were aware of these networks as crack was destroying the health of our neighborhoods, our families, and us.
