It's probably not default because they sell cars in places that only need it 1 or 2 months of the year.. or never. Which would make it clutter.
Design office would say dock is for things you use every drive or multiple times per drive during the drive.
For me, since they added it auto-on as an option I rarely touch it... and if i do it's always before I start driving when I get in so the extra clicks are not attention critical.
Glad it is an option though and I like how you demonstrated it.

-drive down CoGs on 'normal' models for years.
-try to release 'affordable' trim.. but not much left to cut.
-stop selling crippled version 6 months from now.
