The owner rushed out, and grabbed a rototiller to try to save his new home. Without hesitation, Greyshirts ran to get equipment and started digging. They were able to get the ditch dug in time to reroute about 6 inches of water, saving the home from another disaster.

Too many policies equals a large bureaucracy which can become resistant to change. Gotta find the right mix between policy and creativity.
