@JSIiams @TheRealTimVegas yes, "specialized" educators refers to interventionists (e.g., reading specialist who provides reading interventions) and multilingual teachers as examples. the "special" term is the issue... it has become a euphemism for perceiving kids who "can't" or teachers of "those" kids.
