Clarification: Agreed language on responses to CC in the ag sector w/o the SD qualifier would be especially useful to the G77 at COP15. Byee
... which just about sums up the last three hours of negotiations in WG1. G'bye!!
US and EU and Japan obvie don't want to back themselves into a corner before Copenhagen.
Answer: G77 wants agreed language on productivity and tech transfer for CC *adaptation* in the ag sector BEFORE the UNFCC.
HINT #2: The Framework Convention on Climate Change at Copenhagen is coming up soon...
HINT: G77 wants language on ag sector responses to CC to get in the text without explicitly mentioning "in the context of SD"
Followup Q: How does qualifying "measures for climate change response in the ag sector" with "in the context of SD" modify the former?
G77 says "only" ; US says "primary" ; Canada and Japan say "main"
Fill in the blank: "The UNFCC is the __________ instrument for negotiating international actions on climate change."
Term of art: "pseudo new text"
Breaking for lunch, reconvening at 3p. Adios!
The text will read: "Ag can ... can contribute importantly to meeting climate change concerns"
EU and G77 and Australia want "adaptation and mitigation" instead of "concerns"
Brazil doesn't want to get too specific on adaptation v. mitigation negotiations ... they want to leave that to the UNFCC, Canada concurs.
US : "international effortS AT ALL LEVELS to strengthen capacity..." G77 is fine with that ...
minor controversy on "To this end, international effort to strengthen capacity of developing countries to enhance agricultural productivity"
