A tariff is charged to the company importing the goods into the USA...just like it is in every other country in the world.

A tariff is like any cost...it is simply added to the price of the product and the consumer pays it when it purchases the product.

This is why the USA encourages free trade zones to keep American prices cheaper for exporting.
