And then the show follows him for quite some time totally independent of the hunt for Andor. Hence why he fulfils the role of secondary protagonist.

@BSO I wouldn’t say that they messed up the regular parts. In fact, I would go so far as to say that you could remove all the action scenes from both TASM films and they would still be worth watching. That’s how good the character drama is. You can tell that Webb had experience there.
