Five where one does nothing is really four. Four is still a lot for a vote most people skim.
War becomes People vs People, Money breaks ties. Drop the fraction.

Put every doctrine on the same axis: spend People to get Money, or Money to get People.
Right now Industry costs loyalty, Open Borders costs war strength, Conscription costs economy. Three different units, so nobody can compare them.

Cut it to two numbers: People and Money.
Drop loyalty as its own stat. A citizen who also holds the hub just counts as two people.
Same information, one less rule, and hub demand becomes structural instead of cosmetic.

A nation currently has 3 stats, 5 doctrines that each cost a different currency, a 2/3–1/3 war formula, and annexation.
That’s more than most people will read before they bounce.

How you roll it out matters.
Don’t retrofit a toll onto the 114 who already claimed without holding any. Taxing people retroactively is how you lose presidents.
Make it an advantage you can buy, not a fee you owe.

The fix: make the hub the thing nations need in order to win.
If loyalty multiplies war strength and rank, every president has a standing reason to drive their own citizens into it.
That’s 114 people marketing it against each other. You can’t buy that.

Been through NEIGHBOURHOODS properly. 114/197 claimed is a real game, so this is built on top of what’s working, not a rethink.
Two things: the hub token has no job, and the country economies are heavier than they need to be.
