White Union veterans were flawed allies for Black Americans. But just as the Democratic coalition for civil rights in the 20th C. depended on white labor unions, mass coalitions formed in common struggle and aligned interests created conditions for radical if fleeting change.

Did veterans actually support Civil Rights policies? Yes, within limits
- bounds on ecological diff-in-diff show Army service ⬆️ support for Black suffrage 3 yrs before the 15th Amendment.
- legislators in districts w/ more veterans cast votes for more Radical policies
