Kogi landmass is more than the entire SE, and has the lowest portion of Out of school children in the entire North.
With its population density, there's no state doing better with out of school children than Kogi. Even if it's still not good or the best they can do. It's twice the size of Edo and also almost twice as dense as Edo yet with the same number of out of school children.
Even though the real numbers aren't still good, both you can't and won't be able to point me to a specific education policy that's responsible for low out of school children in SE. And even leaving it at that, the point remains, regardless of the quality we get compared to what we expect or hope for, people leading us are still almost always the best of us and not just some average dullards.
