Never, EVER accept the lie that this is somehow a 'forest', just because there are trees: it's not. A real forest is 1,000s of diverse species, all intricately connected.
By contrast, what you're looking at here is one face of the death of nature, covering around 10% of Ireland.
I hope this is only a temporary diversion to the Usk Valley Walk and @nationaltrust Clytha to Bettws Newydd route. Some effort has been made in providing an alternative route, which adds a mile to the walk, but not clear if @MonmouthshireCC intend to fix the right of way itself.

@gomedia91 I'm sure you're right. Having lived around there for many years I always thought it was Philog Road. Googling brings up a few mentions, including one on the pub that does imply the name was changed. I wonder when and why?
