They could easily get around this issue (not saying this is the right answer, but at least it is an answer) … just grandfather (or grandmother) everyone that is already in the league and apply the testing to all new players or to all current players from this day forward. They just refuse to do anything becuase they are too busy trying to pander to every special interest group.
