@bisabelwrites In English, at least, nouns are often verbed. We shoe horses, shelve books, can tomatoes. Let me point out that “videotape” is itself an example of a noun being verbed. In any case, “video” is a better word for recording these days than “videotape.” There’s no tape involved.

Get her refusal to accommodate in writing, and take it along with your accommodation docs to the chair. Escalate to the dean if that doesn’t work. Complying with properly granted accommodations is not optional.
