In 2020, Trump’s Director of National Intelligence was John Ratcliffe, whom he handpicked. Ratcliffe is now the director of the CIA. If Trump is going to claim this intelligence was suppressed, the theory would thus be that Trump’s intelligence community, under Ratcliffe, had an opportunity to inform the public China was trying to hurt his election prospects and actively chose to claim the opposite. Trump then responded to these revelations by allowing the same person to lead the CIA and by softening his position against China. Alternatively, Trump could just be making all this up on the fly because he's still upset about losing 2020 to Biden. You can decide which seems more plausible.
