On 15 September 2026, I participated in the High Level Ministerial Dialogue on AI, Multilateralism and Diplomacy, during the panel “Regional Cooperation in Action”, at the 4th #UNESCO Global Forum on the Ethics of Artificial Intelligence in #Riyadh.

The panel addressed the governance of AI. In my intervention, I stressed that governance should enable progress, innovation and experimentation, while building trust in the systems and solutions we deploy.

Effective AI governance should also serve national priorities, including better public services, preventive healthcare, inclusive education and greater economic efficiency. In #Lebanon, it should encourage innovation, entrepreneurship and career development, while remaining closely connected to the foundations of digital government, particularly cybersecurity, data governance, privacy protection, cloud policy and data classification.

Our challenge is to build these foundations while deploying AI solutions. This requires clear institutional roles, appropriate standards, and strong mechanisms for transparency and accountability.

في 15 أيلول 2026، شاركت في الحوار الوزاري رفيع المستوى حول #الذكاء_الاصطناعي والتعددية والدبلوماسية، ضمن جلسة "التعاون الإقليمي في العمل"، خلال المنتدى العالمي الرابع لليونسكو حول أخلاقيات الذكاء الاصطناعي في #الرياض.

تناولت الجلسة حوكمة الذكاء الاصطناعي، وأكدت في مداخلتي أن الحوكمة يجب أن تساهم في دعم التقدم والابتكار والتجربة، وأن تعزز الثقة بالأنظمة والحلول التي نعتمدها.

كما يجب أن تخدم حوكمة الذكاء الاصطناعي الأولويات الوطنية، من تحسين الخدمات العامة والرعاية الصحية الوقائية والتعليم الشامل إلى تعزيز الكفاءة الاقتصادية. وفي لبنان، نحتاج إلى حوكمة تشجع الابتكار وريادة الأعمال والتطور المهني، وترتبط في الوقت نفسه بأسس الحكومة الرقمية، ولا سيما الأمن السيبراني، وحوكمة البيانات، وحماية الخصوصية، والسياسات السحابية، وتصنيف البيانات.

ويكمن التحدي في بناء هذه الأسس بالتوازي مع تطبيق حلول الذكاء الاصطناعي، من خلال تحديد الأدوار المؤسسية، ووضع المعايير، وتعزيز الشفافية والمساءلة.

On 4 September, I joined the second day of the #EU_Lebanon Joint Monitoring Committee and presented the upcoming EU-funded #digital_transformation initiative, to be implemented by a consortium led by Expertise France in partnership with Estonia’s e-Governance Academy.

The program will advance four priority projects focused on improving citizen services and reducing corruption and unnecessary intermediaries. Our approach is practical: technology, including AI, is a tool. Projects must be viable, high-impact, sustainable, and backed by clear commitments from the ministries responsible for implementing them.

في 4 أيلول، شاركت في اليوم الثاني من أعمال لجنة المراقبة المشتركة بين #لبنان و #الاتحاد_الأوروبي، حيث عرضت المبادرة المرتقبة للتحول الرقمي بتمويل من الاتحاد الأوروبي، والتي ستُنفذ من خلال ائتلاف تقوده Expertise France بالشراكة مع الأكاديمية الإستونية للحوكمة الإلكترونية.

سيتضمن البرنامج أربعة مشاريع ذات أولوية تهدف إلى تحسين الخدمات المقدمة للمواطنين، وتبسيط الإجراءات، والحد من فرص الفساد في المعاملات الحكومية. مقاربتنا واضحة: #التكنولوجيا، بما فيها #الذكاء_الاصطناعي، هي أداة. ويجب أن تكون المشاريع قابلة للتنفيذ، ذات أثر واسع ومستدام، وأن تقترن بالتزام واضح من الوزارات المعنية بتنفيذها.
