Interesting find here! Though "average" RCS could mean a lot of things. RCS of any aircraft varies from different aspects. RCS at an aspect angle of 90 degrees would be different when the aspect angle is say 180. But 10 m2 is still high for a modern aircraft. Airframe to blame?

@CrozrX@DavPappa@Forbes Also 🇭🇷 is a member of NATO since 2010 & given its def budget it probably wouldn't need (IMO) a frontline fighter which was primarily designed for both air-superiority & deep strike/interdiction roles like the Rafale. Gripen or the F-16V would be much better bang for the buck.
@CrozrX@DavPappa@Forbes Would depend on several factors. Foremost being 1) 🇭🇷def budget & 2) Geo-political factors. Capability wise Rafale has an advantage but the cost per flight is much more than both Gripen & F16V. Q is does 🇭🇷 need a fighter which has much superior payload & range but $$$ to operate
