When I saw this during the record breaking historic rains in California 12 months ago, I looked into why they do this & it turns out they never built enough reservoirs.

Even though 10 yrs ago California passed Prop 1 that specifically mandates building reservoirs, 10 yrs later not one has been built nor has construction even started on one.
